About TOP Priority MA
Democracy requires infrastructure.
Infrastructure requires capacity.
TOP Priority MA was created to be the foundation — the organization that builds community capacity so that democratic participation becomes not just a right, but a lived reality.
Who We Are
The One People Priority
There is a gap in Massachusetts civic life that statistics describe but rarely explain. Thousands of residents cycle through public systems — criminal justice, behavioral health, housing, workforce — and emerge without the foundational stability that makes civic participation possible.
Organizations fight for their right to vote. But what happens when a person has the right to vote and no stable housing? The right to speak at a hearing and no understanding of how the hearing works? The right to apply for a job and no pathway to get one?
TOP Priority MA was incorporated on June 17, 2026, to close that gap — not by duplicating what already exists, but by building the connective tissue between democratic rights and the real conditions of daily life.

Our Principles
Core Values
Evidence-First
Every public claim is traceable to a source. We distinguish what we've measured from what we believe.
Dignity Over Drama
We honor lived experience by converting it into institutional knowledge and community power — never sensationalized.
Partnership Over Heroism
We are one node in a larger ecosystem. We credit partners and position ourselves within communities, not above them.
Invitation Over Instruction
We convene, listen, translate, educate — and make space for residents to lead.
Specificity Over Slogans
Concrete numbers, named programs, real outcomes. Vague inspiration without substance is not our language.
Contribution-First
We lead with what the organization builds, not where its founders have been. The institutional work is the story.
