Converting Lived Experience Into Community Impact

TOP Priority MA was incorporated on June 17, 2026, to close the gap between democratic rights and the real conditions of daily life.

Our Mission

Build a credible, measurable, partnership-oriented institution that converts lived experience into community service, civic education, research, policy development, and accountable advocacy.

Our Vision

When communities have navigable health resources, economic pathways, civic knowledge, legal literacy, and a meaningful role in shaping systems — they don’t just participate in democracy. They strengthen it.

Our Approach

We operate as a network integrator — connecting residents to existing resources, documenting gaps, researching solutions, educating communities, and translating findings into accountable policy.

While the Empowering Descendant Communities (EDC) coalition builds democratic participation infrastructure — voting rights restoration, jail-based civic education, directly impacted leadership — TOP Priority MA builds the community capacity that makes participation meaningful.

Democracy requires infrastructure, but infrastructure requires capacity. We are that capacity: health, safety, economic stability, civic literacy, and legal understanding.
