TOP Priority MA is organized around five core departments, each addressing a critical dimension of community capacity:

• Health Equity & Community Wellness — Public health advocacy, behavioral health support, and health education
• Community Safety & Justice — Restorative justice, correctional policy accountability, and reentry support
• Economic Empowerment — Workforce development, small business support, and financial literacy
• Civic Education & Literacy — Youth engagement, community workshops, and voter education
• Legal & Policy Advocacy — Legislative research, policy analysis, and advocacy campaigns

These departments don't operate in isolation. They reflect our understanding that community challenges are interconnected — and so are the solutions.
